The obstacles of bureaucracy have failed to derail a popular attraction, with youngsters out in force for the reopening of the Kapiti Miniature Railway.


Eager children and their parents clambered on board the tiny train at Raumati Beach's Marine Gardens yesterday as the railway reopened after a Labour Department inspector closed it on Anzac Day for failing to be licensed under the Machinery Act.
