There are still a few customers that get rail service between Chicago and Mannhattan. Is there a time frame which these are serviced? Off the top of my head I know the BP plant in Mannhattan, and two lumber yards in Orland and Oak Lawn that have active spurs.

I have also seen Coal trains headed south on this line to the USDOT owned track near Chicago Ridge IL. I've noticed they often have UP power. Where are they from and where are they headed.

AFAIK, Metra now owns the line, and is running commuter trains on it.

Metra signed a long-term lease for the line, which is functionally as good as ownership, but lets them control their own destiny. Elsewhere on the internet--I remember not where--some Metra fans had documented the local freight service, if you can successfully pull it on a search.
