There's a lot of overlapping and quid pro quo between all the transit agencies in the NY met region as all are government ie; not for profit wards. The PA is a very powerful cash machine and readily makes these kind of deals. I suspect this one in particular may have been implemented to get NJT through the Sandy debacle that drained NJT's finances to the breaking point.

Although the deal may have been made underhandedly, the deal itself is good the region. The rich agency gives land to a poor agency for almost nothing.
