Silverliner IV Windows

Did Budd have anything to do with the Silverliner IV's? Because the shape of the Silverliner IV's windows are very similar to Silverliner II's windows, which are somewhat "oval". I know it is said that the Silverliner IV's were built by GE. If so, did they copy the car design (with the rounded "oval" windows) from Budd?
