CSX P902-15, The Red Unit circus train in Gaithersburg, rule 71 as per dispatcher instruction's past the flagging limits at BA 20.1 So the normal flagman is on vacation and no one was rested in Brunswick, so all trains had to stop and contact the dispatcher. The circus train tied up two crossings for about 20 minutes...
