Other than the fact that it's an additional connection, what's wrong with just transferring to the L at 14th Street?

Yes it's an extra connection and not one where the stations are even linked so you have to leave the PATH station at 14th street... walk to the L train station and then transfer again at Union Square. 1000 feet of tunnel gets you a direct connection to east side subways or the fantasy of running PATH up the east side.

PATH option between atlantic terminal via union square could take pressure off NYP, and with 10 car trains and with the new signal system- that is a lot of capacity potential. If 10 cars are an issue with existing manhattan stations, simply bypass them, the next train will be by in 2 minutes.
