Besides the money train cars, and the feeler car, are there any other former revenue cars not in service as revenue cars, but as work vehicles?

Also, are all the damaged/destroyed in the history of the system, still in WMATA possession?

No.

Based on information in some of the posts made by Mike Morris all of wrecked cars are still on WMATA property.

I will also mention Rhor sold WMATA one unfinished car shell that was part of the original 300 car production contract. I have no idea what happened to that car shell. It may have been fitted out and mated to one of the 4 cars that was in the wreck the took place in the Rhode Island interlocking on 11 September 1977 during testing on the segment between Rhode Island and Silver Spring that opened on 6 February 1978.
