American made switcher used in Belgium?

The pictures are from Belgum. Most likely it is made in USA but who is the maker?

It kind of looks like a GE switcher, especially from the trucks and the hoods.

Wondering if I'll see the Western Route double-tracking finished before I retire...

I think it's a GE 100/110 ton industrial switcher with a low clearance cab. It pretty much matches the photo in The Second Diesel Spotter's Guide.
