With all due respect, Mr Rustyrail. The issue with Seashore Lines was not the amount of money involved. They wouldn’t have spent millions of their own money on Clayton’s track otherwise.
IIRC, the majority of the money used to repair from Clayton in Woodmansie to Lakehurst was from grants/the state. That's not to say that NJSL didn't put up
a lot of their own money, but I'm not sure if they put
millions in. If they did, I would be expecting them to be a bit more assertive about getting Lakewood-Lakehurst done, if not already having some sort of rail operation going on. There's no way they put up millions of dollars just to deal with CR's usual nonsense without starting a lawsuit.

For whatever reason Conrail rejected NJSLs deal that they put forward to operate the Southern, Freehold, and Tom’s River ITs around 2015 or so and gave the line to C&D in early 2020.
Who's to say C&D didn't outbid/object the deal? It's very likely that C&D counter-offered against NJSL for the SOUS, FIT, and TRIT in 2015, the issue went back and forth for a few years before being settled in 2020, COVID occurred, and that threw a wrench in the issue even more.
