The reason for not using that pocket was a fear that operators would run a Red and foul the main line, at a location where the passing trains are running at a good speed. In short, they don't trust the operators to obey the Rule One. With the main line closed east of there, there's no such hazard.
While SBJ disagrees, that's the issue.
BTW, I was talking to an experienced rail operater at Cleveland RTA, and he said that there, any operator running is red is fired, period. No union outrage. It had happened a few weeks before.
He did say in some few cases, the operator is invited to reapply after a full year, but they would then be a new hire.
