well it's got FRA safety stripes so it's not dead, maybe holding supplies for NYNJ?

That's a bit odd. Some cars ping back and forth regularly (mostly the ones from local customers with dedicated fleets), though it's a bit more rare to see one from a large carrier just sitting around.

The air brake system might be overdue for maintance,or there's some other defect that will not allow a freight car to move.
The only other problem is a cargo claim on the last load that was hauled in that car(damaged/missing/wrong product shipped/etc).
Add to that the curent condition of the Greenvile yard and float bridge under repair/replacement there.
