If they have to spend this more money on improvements can they be joined with cell phone service like the car tunnels and AMT Hudson river tunnel?
Also if it is so hard to use the same tech underground and ground radio why not make multi-signal radio (two radios in one). Cell phones do it (digital and analog, 1x and EVDO, *DMA and GSM...., HD radio)?
