Yea, it's pretty clear the flooding was mostly storm surge from said storm. I'm confident they will win.

The higher about NJT wants is for named wind storms. Most of the damage is from flooding. They could get very little more as the damage is from flooding and not wind. I suspect it will depend on the exact wording of the contract.

Lemme spell it out for you.

Storm surge in this case was caused by a named wind storm. It wasn't rain, it was a storm surge, which is caused by the storm making landfall.
