There will never ever be a need for singlet powered EMU's on Metro North or significant number of trains with odd-numbered consists. These trains are so stuffed they need octuplets most of the time on the New Haven. The only reason these 25 unpowered units were provisioned as an option in the first place is because they thought they were going to be buying replacement bar cars. And still want to cover their butts in case some politicians make bringing back bar cars enough of a cause to force the issue. So these are little more than 25 'fungible bodies' they can run in regular seating configuration then waste a bunch of money converting a few later if someone puts a gun to their head. As opposed to 12 more married pairs that would...you know...actually increase service levels by adding trains.
