Can you buy a hy rail for yourself even if you dont work for a railroad? would a motor car group let you join with your hy rail

There is no law against owning one, but in most cases, you will need special rims that narrow your vehicles wheelbase (width-wise) and this will hurt vehicle stability. The wheels also usually look like hell.

As for joining a club? no idea.

You probably wouldn't want to pay for a new one, and by the time the railroad gets rid of them they are pretty worn out. Either way, they are not comfortable at all to ride in.
