Here is a question.. Why do Multi-Level Cabs and GP40's on both the short hood and long hood have two sets of headlights?

On the GP40s and Bi Level cab cars the pair of lights on top are gyrating lights used as a replacement for ditch lights which are used on MARC's single level cab cars and GP39s.

okay now that makes sense. In my opinion I rather see ditch lights. The second set of lights look wierd!
