I believe the signals in the Woodside/Harold area are being replaced as part of the East Side Access construction in that area. And the LIRR is also changing over to color-light instead of the older position-light signals as their new (controversial) replacement policy. In the most heavily trafficked areas of the LIRR they still have wayside signals along with cab-signals so there is more redundancy in those areas with the most train traffic.
