Why dosn't Septa have fixed seats in the cabs of the silverliners? I just dosnt make sense..... those seats that pull out of the all are so hard! How bout if your on the R-7 an hour in that seat? Atleast NJT has fixed seats.... well I dont think the arrows do..

I believe it has something to do with the married pairs/single units, and mixing them together and loading passengers at low level stations. On occasion I've seen the seats flipped up and the conductor stand in the vestibule area aswell.

Or a more simple (and fatuous) answer is that because it's SEPTA we're talking about, where everything is backwards compared to everywhere else.
