Blending braking works off a electric signal piloted by brake pipe reduction. It has nothing to do with movement of the power throttle, except that the throttle has to be in 'IDLE.'

In blended braking mode, independent brakes are cut-out, in order to prevent loco wheel lock up.

AMTK (perhaps other) F-40's have this feature, too.

the independent brake works at all times even during the blended braking mode.
the throttle can be in any position, the moment braking starts the power is knocked down and brended braking starts.
the braking always has priority over power.

On LIRR's DE/DM30AC locomotives, if the independent is applied above 6-10psi while the dynamic is on, the dynamic will cut-out because it senses brake cylinder pressure higher than normal while in blended braking mode.

Independent is always active unless the handle/control stand is cut out and MU2A is in trail.
