Here is a dirty little secret that most are not aware of. WMATA's property outside of the station entrances, mezzanines and platform have nothing more then a chain link fence securing their right of ways and yards. There are no cameras or regular foot patrols along their right of ways or in the yards. As to the issue with the third rail, one can safely move around within close proximity of the third rail without getting electrocuted.
So are you saying that this is actually a regular occurance on the Metro? I've certainly seen the occational graffiti inside the Metro trains, but never before on the outside. I had thought that the outside of trains just don't get painted anymore.

As far as I know the is the first time that any of metrorail's rolling stock has been tagged like this. Mind you being that WMATA tends to be very diligent about removing graffiti, similar tagging may have happened in the past but was never seen by anybody but the folks employed by WMATA.
