Why did the SWS/HC stop being serviced at Western?

This may come as a dumb question but why did the SWS/HC stop being service at Western? When did this happen?

As far as I know the only reason Metra moved SWS and HC's downtown yard to 14th Street was because of Amtrak's Northside CUS reconstruction. The change happened late in 2001/early 2002.
