I'm no expert, but what I've found on-line indicates that Agreement employees are covered only by a 401(k) and Railroad Retirement. Non-agreement employees had a pension that appears to have been transitioned to strictly a 401(k) under Boardman, and as far as I can tell aren't covered by the RRB.

I'd forgotten that in recent times a lot of pensions are being replaced by 401(k)'s. Non-agreement employees of railroads are covered by RRB; if Amtrak agreement employees are under RRB, their non-agreement employees must be also.

I seem to remember that some years ago Amtrak's subsidy and expenses included some millions of dollars of "excess Railroad Retirement payments." I'm not sure exactly what the deal was, but somehow Amtrak was used as a pass-through vehicle to get extra money into the RRB.
