Observing the recent rail grinding photos on NERail, I was interested in knowing what exactly this operation does to the rails and why the effort in needed.

The grinding train carries water for fire and dust control, because what its doing is using special stones to reshape the rails. By reshaping, they can remove wear patterns and extend the life of the rail without replacing it. Especially on curves where only the contact point of the rail takes heavy wear. You will see them make multiple passes on some curves.

They look like former GO Transit commuter cars.
