Some states had placed local production/assembly requirements on new rail procurements, most notably NY State (MTA) with "made in NY" on bus and rail equipment, CTA for Illinois build with the new 7000 series, MBTA with the new CRRC plant in site and SEPTA with Rotem in the South Philadelphia industrial park.

Has ConnDOT considered a local "assembled in CT" provision on any order? There are many industrial sites in the Hartford, Bridgeport, Waterbury areas for instance that could be used for car assembly and delivery or rebuilding/overhaul.

a railcar builder by contract has to be eligible, but not having a production facility in state is much less of hindrance, than renting building and slapping parts together with a gang of unemployables.

He is just being honest. Those build in state requirements are just to make politicians look good.

I spend a lot of time working on "must be made in ______" requirements and they are solidly political tools. The politicians don't give a rip where the product is made, as long as the media sees they are making efforts to have local/domestic procurement. Every time someone tries to tighten the loopholes, new ones open.
