Questions about Trainz 2006

Does Trainz 2006 include route building capability? The official Auran website didn't list route or world building as a specific function of 2006, but it does mention it for the 2004 version. Is there any other add-on or program I would need to create my own railroad other than the 2006 product?

There's a feature in the program called Surveyor. You can build layouts in that.
