I noticed at the Regional Rail platforms at 30th St Station have four staircases, but only the middle ones are open, leading to the main hallway of the SEPTA part of the station. When the other two staircases were open, where did they lead to?

I think the stairs you are talking about lead to crew facilities, I do not think they were ever public access.

there are stairwells that led to the west side of 30th St which are still there but closed. I believe there were stairwells on the east side and there was definitely access to what is now amtraks metropolitan lounge though I thought it was via the elevator shafts on the sept a platforms (the old ones not the new elevators)
