Potomac Railroad - short piece of RF&P at Quantico

A short 1.7 mile piece of the RF&P at Quantico was built by the Potomac Railroad, opened May 1, 1872 (the other parts were the RF&P to the south and the Alexandria and Fredericksburg Railway to the north). Does anyone know why a third company was chartered to build the short connection, rather than one of the other companies building it?
