I tried to post pix today, of shots I took in New Milford today. Just links show. BUT the track looks real bad. Ties falling apart, loose spikes, etc.

No they cannot. Railroads issue embargos, not the STB or FRA. The railroad issues the embargo temporarily because they are unable to provide service. A good example of this would be due to a weather related event. In a less common example, Guilford embargoed the Pioneer Valley interchange in Holyoke in the late 90's due to track conditions.

What the FRA can do is take the track out of service, one mile at a time, or the whole thing.

the FRA can de-classify a track yes, but lowest class is exempted track, basicly rail spiked to dirt.
it will allow railroad to move, but not hazmat or passenger.
