Could be. One of my friends said the Utah Southern is the operator, but I don't know for sure. So far as I know UP remains the operator of the Cedar City branch itself, but the Iron Mountain line off of it is being operated by a short line.

September 2008:
The informal name for the new operations, Iron Bull Railroad, was set aside to prevent confusion with the name of the iron mining company. The formal name, Utah Southern Railroad, with a reporting mark of USRC, and as it was originally referred to, was the name chosen to be placed on the two newly acquired locomotives.
