It appears a new spur is being constructed on the Philadelphia Belt Line with track work from Tioga St to Lewis Street. There are some pre made turnouts near the PGW site and maybe they will receive some freight in the future. There is some equipment parked north of Lewis St but the activity is being performed south of Lewis.

Could the activity be related to Tioga Marine terminal, or is it farther north? Keep us posted.

This work occurs north of the switch into the terminal. This line was used to take tankers to bridesburg to interchange with the Rohm and Haas switcher back in the day. BY the way, a lot of NS boxcars in Tioga terminal under the shed for the wood imports.
