Not a proponent of busses, but Greyhound gets $20.75 from Baltimore to Wilmington and $24.00 from New Haven to Providence (Old Saybrook is not on their schedule). Not all that cheap.

FWIW, this week's Washington City Paper cover article is about ways to travel between Washington and New York using public transit but without using Amtrak (or Greyhound). The author of the article actually took that trip one day in April.
