This doesn't look like any military or ex-military rail car I've ever seen. I suspect the owner added the "Navy" lights to note his favorite military service (perhaps he's former Navy?) or college football team.

My first thought is in the past 3 months I saw maybe the same car as being used by someone still in the Navy and the car was leased by this person. Maybe if this is posted on Trainorders in the Passenger section someone will have a better Idea.

The heavyweight business car in question is a former Union Pacific office car, built by Pullman in 1914, certified for mainline operation on Amtrak & Via Rail Canada. PPCX 800188. It is owned by a retired US Navy Chief Petty Officer and his wife. From time to time, they provide the use of their private car to support Navy or Navy-related events.
