How'd it affect the NYSW? Well, it wouldn't. They both interchange with the NYSW at Binghamton already, so not much would happen.

If you read more than the title on the link you provided, you would have seen the fact that the person asking there was also questioned about HIS ability to read previous posts, relating to this completely fabricated rumor. Now, on to the very REAL question about the NYS&W taking over NS operations, in NY State................
