There is a locked door leading to it off the south mezzanine. The doorway over the Northbound plaform is bricked up, but there is a doorway over the southbound platform. There is still a transformer room up there so people go in there from time to time.

Are the large gray concourses under City Hall the North Broad and unused South Broad concourses that you mentioned?

What about the original tunnel shown in the picture at the very top of the thread? Is it on this map?
Yes. I'm pretty sure it is the tunnel going Northwest under city hall. The tunnel that goes north from the MSB up broad street still exists, but it is also locked up. Looks like that map shows the areas under 13th street MFSE that is locked away too.
