What's up with that Park & Ride lot? Why is it allowed to rot away, when it has favorable potential to boost ridership on the "weaker" side of the Market-Frankford line, and make the surrounding area more attractive?

Isn't fixing up Millbourne part of the El Reconstruction? The delay from the contractor quitting is probably holding that up as well.
