Metro-North Railroad stands to lose $27 million in capital funding over the next five years under a revised spending plan the Metropolitan Transportation Authority plans to submit to the state Capital Program Review Board.

The cuts are being made to bring the MTA's plans, submitted last September, in line with the funding approved by the state Legislature earlier this month. The approved state budget trimmed the agency's proposed capital spending plan from $27 billion to $21.1 billion. The MTA board is expected to approve the changes at a meeting tomorrow.

While the fact that the capital plan has not been funded by our elected representatives in Albany is a disgrace, it's hard to shed tears over the loss of a few new parking garages from Metro-North's plan. What's unconscionable is that two vitally necessary projects (Second Avenue Subway and the LIRR East Side Access) probably have been killed completely. It's a disgrace, and a horrible waste of the millions already spent on those 2 projects. Everyone in the legislature and governor's office should be ashamed of themselves for allowing this to happen.
