Metro-North Annual Budget

Is there any way I can get a hold of a fairly detailed MN budget, something fairly recent? I'm debating with someone who seems to believe that passenger railroads can be made profitable, and would like to show them otherwise.

I'm not sure you'd be able to prove or disprove that from the budget. Many of the biggest items aren't in the budget, but rather in the Capital Spending Plan, which covers a decade or more of proposals. That's where the contributions from the state (relocating roads and utility lines, etc) are referenced.

Even then, the numbers are often WAG
