MARC 13 was in tow on CSX Willard Ohio-Selkirk ny manifest Q390 today. Any idea where it is headed, where it is from and when it was built and what it was doing in the area?

on its way from MPI in Boise Idaho, where it was built (new) .
to MARC in Maryland where it will be used in future.
