Can anyone identify the builder or the model?

Maybe France instead of Italy? I think the logo on the nose says SNCF (Societe Nationale des Chemain de Fer, French Railways) ratherr than FS (Ferrovie del Stato, Italian Railways). The number above it starts BB (meaning, duh, that it has a BB wheel arrangement): I think a French locomotive called e.g. BB-25689 (I can't actually make out the numbers on my computer screen, so that's JUST an example) would be called a "BB-25000" in a source describing French locomotives by class.

I hope you get a more informative answer from somebody!

It may have been photographed in France. Or maybe, it could have been a train that ran from France and into Italy?

If you check voltaes this locomotive ran on , its would be doubtfull picture is taken in Italy.
italy ran 3000 volt DC, its more likely that the picture was taken in Monaco or Nice France.

I was in Nice, so it's probably Nice, France. Thank You.
