Herzog equipment

Can anyone tell me the function of this Herzog equipment which has recently shown up at the UTA Frontrunner shops?

One of these sets is dropping off ballast and picking up ties from a tie replacement job on the BNSF East Leavenworth, MO siding as I write this.
