Around 12:30 PM today I saw, what looked a Septa MOW train, head towards Center City with a trailing F-Unit that looked to be in the same blue scheme as the usual Road-Switcher. Anyone know what this was and from where?

I think those are PAs, not Fs.
Bottom picture is indeed an FA-former SP&S if I recall correctly.
Top picture is of an ex-Milwaukee F9-again, if memory serves. (Both, of course, by way of Long Island.)

Everyone:

615: ALCO FA2 Built April 1949 for SP&S later BN 4116
622: EMD F7A Built November 1950; Former B&O 4524

Both were used by the LIRR as "power packs" for HEP and control cab and when they were retired SEPTA bought them
to I believe be used as sandite spreaders...

Any idea why this would have been out and about? It's certainly not leaf season.

To answer the previous poster Q, during the "off season" septa will use the time and availability of the gel trains to qualify crews.

Thank you, certainly makes sense. I'm also happy to know that I wasn't "hearing things" yesterday morning when I swore I heard diesels in the Jenkintown area. Do you know if they also made a run to West Trenton as I thought I heard them blowing for the Rydal Road crossing around 9:30 - 10:00?
