Not necessarily, as I see it. These lines might be feeders to CR in areas served by other RTAs. If the diesel light rail cars don't run on existing MBTA CR lines, why couldn't they be operated by the RTAs? A revived Watertown town branch would be T all the way. A line/system feeding Framingham could be MetroWest's baby.
