CNJ Plates

I'm looking to get the state of NJ to create CNJ license plates. It's my understanding that the state requires (and I don't know how they will do this) a guarantee of 5K plates being sold.

If anyone is interested in obtaining plates like this, please post here. Any suggestions on how to get more railfans involved would be greatly appreciated.
