Is bilevel cab car 7856 a MARC car or one of the cars from VRE?

I noticed it last night with ditch lights. BUT what got my attention was it looked like the oscillating headlight had been removed and plated over.

If this is a MARC car seems the oscillating lights might be on short time.

What are the number of the VRE cars?

A spotting feature of the former VRE cars is that they never had the oscillating headlight rather they came equipped with ditch lights. The plate was there from the factory since (FWIK) both the MARC and VRE bilevels were part of the same order.
