As I recall, the dual modes were meant to operate on the ex-Erie lines using the "Secaucus Loop" to reach NYC. Use from Bayhead is on the table as the original plans fell through.
Got to use them somewhere.

Transit's hands aren't completely clean in that regard either. I remember being surprised years ago when a train to Hackettstown or High Bridge or some such distant place, would occasionally be terminated at Dover or Raritan, for instance, and the few passengers (if any) be given a taxi ride to their destination. The circumstances were unusual,the dispatcher probably asked the conductor how many passengers they had for west of Dover or Raritan, or what ever line they weren't on, but it happened.
Even these days, a train from New York to Long Branch that is very late is sometimes turned at Matawan, making its eastbound run on time at Matawan, but screwing the people west of Matawan. These trains run hourly after rush hour, so the unfortunate folks have to wait an extra hour.
Another antisocial thing both buses, (not necessarily Academy) and Transit trains do is to occasionally leave before the scheduled time, without benefit of the "L" note in the schedule, purely because the crew wants to. On our trains this happens reverse peak when there are fewer passengers.
