What was double spur in Las Vegas?

There is a double track spur that leaves the UP main at Diablo Dr and goes west across Arville St until stub ending in a parking lot against a make shift dirt barrier. Looks like it must have been a transload of sorts. Track is in decent shape but doesn't look used for a few years. Anyone know the history of this little spur? Looking at the old arials photos it looks like it was put in during the early 1990s and was in use up to the late 2000s to serve a large lumber yard in that parking area.
