Is the South Channel Swing bridge, A line, controlled by the tower between the Hammels wye or by a bridge tender on the structure itself?

The South Channel bridge; known to mariners as the "Jamaica Bay Subway Bridge"; is operated by bridge tenders. The bridge has to be "unlocked" from the controlling interlocking machine before the bridge tenders can take control and operate the span. When the bridge is closed and locked, the interlocking machine can then set routes and display signals to allow rail traffic to cross the bridge.
