Buffalo Central Terminal

Does anyone know when the last railroad offices moved out of Central Terminal? I seem to remember that PC was still there after 1971 and later moved their offices to ordinary office space in downtown Buffalo, but was PC or Amtrak the last one out of Central Terminal?

Amtrak moved out in 1979. Conrail moved out 1980-1981.
