It's last American manufacturing facility, the modern, clean, technology-equipped one in Shoals AL, is set to close.

The press release says the Mexico site is a new plant. But the Monclova area is what they are talking about. I think it is because the steelmaking is right next door. Much like it was at Johnstown PA long ago. At Shoals, all the assembly pieces had to arrive from elsewhere, and were at the mercy of overcharging PSR'ed railroads to deliver.
