Strange Hammer Racor

I really don't know much about railroad stuff, but I have this strange looking sledge hammer looking thing that is marked Racor with a bunch of number and I am ready to pull my hair out over it. I have been trying for 4 days and countless hours on the internet trying to find something like it and I have come up with nothing. A friend suggested I try here because Racor made railroad stuff. PLEASE can anyone help? Thanks

Sorry I forgot to state the size of it. It is 3.75 in. tall and the skinny part in the middle is 3 in. thick and the overall thickness 4.25 in. An it weigh's 22 pounds. Thanks

Looks like someone made a hammer out of a Racor guardrail spacer designed for use with 119 lb. rail.
